I don’t know the specifics of Trump’s healthcare plan. But as I said, if it requires new federal government power beyond the scope of the Congress’s limited Commerce Clause powers, then the states need to decide if they want to ratify a healthcare amendment to the Constitution, something that Congress wrongly ignored when it established Obamacare.
