The two citizen parents thing is a made up birther thing. There is no such requirement in the actual law.
The natural born citizen requirement is in the Constitution.
One can only naturally be born a US citizen when there is no alternative to being anything else, born here of citizen parents.
Foreign parents bring foreign citizenships.
