I didn't follow closely, but as far as I know, either no or few persistent GOP obstructions of a named Obama nominee was done with a blue slip. The GOP allowed the nominees to get through committee, then "held them up" by not allowing cloture motions to pass. This is what encouraged Reid to use the "Reid rule" whereby cloture no longer applies to judicial nominees.

Thx. The Brookings Institute claimed that the GOP abused blue strips during the O days but I looked at their article, and their "proof" was that O nominees took longer in states with at least 1 gop senator. Their article's title was Senate GOP used “blue slips” to block Obama judicial nominees, but now wants to trash the practice, which might be correct, because it takes longer when you have to haggle, but that seems like a lazy and flimsy argument.
