The US DOD is on record as having used at least non nuclear EMP device in 2003 in Iraq.

The Iraqi broadcasting network was the target.

We also used non EMP anti power infrastructure weapons such as carbon fiber chaff to short out power grids and electronics.

Lots of open source info on the use of aluminum chaff to take out Bagdad’s electrical grid during the opening hours of both wars. As far as an EMP device being used that would be classified, however the Air Forces EC-130H Compass Call is not, it uses electromagnetic radiation to jam and fry electronics check it out: http://www.af.mil/About-Us/Fact-Sheets/Display/Article/104550/ec-130h-compass-call/
