Actually you are reading it wrong. Your internet speed can be anywhere from 5 to 150 Mbps DOWNLOAD - that is to your computer from a web site. But if you wanted to send a file, e.g. via email, most maximum speeds are 5 Mbps UPLOAD. When they talk about 23 Mbps that is UPLOAD speed, something that is available with say a flash drive plugged into a computer or server.
