The downside is that it takes time and we don't have time. This economic measures should have started at the beginning of this year and now in full strength. Tossing military option and broadcasting that we won't be serious about it give China more incentive to stall.

The best we may expect from China is 1) cut off economic lifeline to N. Korea for a short time or 2) to sit out during military attack on N. Korea. Unless China is convinced that it will pay a terrible price by refusing to act in earnest, which it has not done for decades.
