All this spanish stuff amounts to is pandering.
We speak English in this Country. If I were to live in a foreign country I would learn the language of that country.

I was fortunate that in all my ‘trips’ to foreign lands (including Tijuana Mexico) ALL the people I was in contact with spoke (or tried) English.
Not that ‘we’ were ‘Ugly Americans’, we had money. They wanted money. Someone in ‘high places’ figured better they learn us etc etc etc....
I can order a beer or confirm price in about 15 different languages, other communications could be handled with a type of ‘sign language’....
We did manage to get properly inebriated, and coupled on most occasions.
