The only thing that will slow these types of attacks would be vigilante groups attacking these assailants. The problem is getting enough intel into the group to position the fire teams where they can do some good.. It would take months to gather enough ground data before they could even make their first hit successfully.
There are plenty of people like you that feel the same way.
Here in NJ these types of attacks are rare because few people would be visiting an area accessible to the mutants after dark. The mutants in turn would have to venture out of the hive to find prey, and usually stand out like sore thumbs when they do.

For some reason I’m thinking that you might have a slight difficulty infiltrating a New Orleans street gang. But, I do wish you luck in your endeavor. However, unless you want to vacation at Angola State Prison for the next 99 years, I would advise against a “hit.”
