It’s about both. The low standards and low expectations and militant attitude of entitlement are all pervasive. It also pervades other neighborhoods, as well, including the economically privileged.
And you’re wrong. Public education and academia are filled with Communist, socialist, and anti-American SOBs.
It’s certainly not just the parents, it’s those running academia as well.

Of course the tests are a joke as well. Some students are great at math but suck at reading comprehension.
Probably a combination of both.

And peer pressure? Even if you try to raise your kid well in that kind of neighborhood, the neighbors and their kids will do everything they can to try and ruin it for you.

I am sure out of those six schools a nice majority of parents care about their children...
Imagine you are a decent parent who cares about your child’s education...
You are forced to send them into something similar to prison where gangs rule and the staff cower in fear...
