It’s about both. The low standards and low expectations and militant attitude of entitlement are all pervasive. It also pervades other neighborhoods, as well, including the economically privileged.

Homelife AND genetics. The likelihood of a lot of those kids being related is high because so few know who fathered them. Women are likely producing children with their OWN siblings; and those kids have to have development and behavioral problems. Add those who simply CANNOT learn past a rudimentary level( and I don't think Einstein could teach them!) to those who REFUSE to learn and do not value education past the street level and there's almost NO chance of ANY school graduating competent students. How many getting diplomas can't even READ them? It's self- perpetuating and(because of PC and a gutless society) it will increase at a direct rate with the number of people the government PAYS to keep producing a new slave class.

Also, ignorant teachers hired at lower, PC, standards only care about their jobs.

And peer pressure? Even if you try to raise your kid well in that kind of neighborhood, the neighbors and their kids will do everything they can to try and ruin it for you.
