Unfortunately, you're not reading it incorrectly. The reason, of course, is for leftist cities and states to show how "caring" and "tolerant" they are by obstructing efforts to expel illegals. Somehow, they never seem to find any sympathy in their hearts for the innocent American victims of the illegal alien crime wave.

Nope you are reading that right (loop hole) sounds like this is the problem they are trying to fix.
