Sounds to me like in this case National Security would make this a non-issue.

Plus I don’t understand, this is land right along the border. Wouldn’t anybody with that land think of this increasing their remaining property value by 10 fold?

Plus I also heard they are offering a decent amount of money to these people.

I think the whole problem is political in nature. These people want protection, Mexico is sliding into a 3rd world nation status by the year.

Third world? Mexico has always been there. Where they're headed now is toward outright despotism or anarchy.
