The citizen was supposedly in position of a CCW, so he was trained. If you are carrying a tool of death on your person, you should be "more compliant and disciplined".

The citizen was supposedly in position of a CCW, so he was trained. Wrong. Only true in states that require training for CCW. Which, I don't know is true in the state at issue. Do you?
