That sounds low for the action this race got. Montana was 369,000 votes.

Apples and oranges. Montana has almost 50% more people in its congressional district. It is a single state-wide "at large" district of 1 million population. Georgia's 6th district has 692,000 people (these are total population numbers, not voters).
US Congressional districts generally have around 660,000 - 750,000 ppl (total population), except in the unusual cases where the entire state is just one congressional district.
