Republicans in SC stayed home because they were over confident of win. That is why it was so close.
I have Republican family who live in the SC district. I believe they mentioned a “sore loser” effect from the guy who lost the SC primary....he didn’t want his supporters to help the Ralph Norman guy.
FWIW, that may very well have contributed to the closeness.
