I was listening to a phone tape of Nixon’s where he is talking with Patrick Monnihan, U.N. Ambassador at the time.
Nixon said the same thing about most of the rulers in Africa - “They are like little children.” Monnihan agreed.
In an interview after he was president the guy asked him what his focus would have been on if he had remained president. Nixon replied South America, and then Africa.
There are admirable qualities in remaining childlike. Governing is not one of them.
