The Senate Judiciary Committee's Russia probe will look into whether President Donald Trump obstructed justice in his firing of former FBI Director James Comey.
CNN reports that committee chairman Sen. Chuck Grassley and ranking Democrat Sen. Dianne Feinstein have come to an agreement about what the panel's investigation will cover. With the Senate Intelligence Committee keeping its main focus on Russia's meddling into the U.S. election last year, the judiciary panel will cover allegations that Trump acted improperly during his meetings with Comey and when he fired the former top cop.
"I think there's general agreement," Feinstein told CNN. "I think the important thing is to get started. What I found in these investigations is when you do them, you look at things you need to look at in addition.
"I think whether [the investigation] includes [a look at obstruction of justice] or not, people look for it. That will be the result. ... You look at various pieces of information, you see something and say, 'woah.'"
A spokesman for Grassley told CNN that Republicans and Democrats on the Judiciary Committee are in "general agreement" on what they will investigate.

There are multiple investigations on Capitol Hill looking into Russia's involvement in the election and whether or not Trump and/or members of his team colluded with the Russians.
There also is a Department of Justice investigation spearheaded by Robert Mueller, a former FBI director who was brought on as a special counsel for the probe.
Trump's White House has called the collusion claims false and said the investigations are wasting money and using government resources that could be employed elsewhere.

I wonder if Grassley already has a subpoena for Comey, who previously declined, preferring the more affable Intel committee?
But then I also wonder, what if the JC found wrongdoing with Comey the Weak-kneed director? Not only his own interfering with an election, but obstruction of the current administration’s business. Who at the Justice Dept could prosecute him without conflict? not Sessions, not Rosenstein and certainly not Mueller - or any of the ‘cream of the cream of American lawyers’ that Mueller has reserved for his own team.

Feinstein letter to Grassley: June 9, 2017
One of the reasons this letter is useful is that is specifically circumscribes the starting scope of inquiry. It also names Comey's co-conspirators.
Termination of Comey has zero impact on any investigation, and the insinuation otherwise, by Feinstein, is risible. The Holt interview speaks for itself.

But they don't need proof of obstruction, they just need to keep the ball rolling to get impeachment of President Trump.

Feinstein is playing Grassley and the entire Republican Congress. She said last week that Comey should be investigated if it appears he did something wrong. Everyone cheered her. Now she has a two front investigation into POTUS and Comey-NOTHING. I find it amazing people can’t remember major commentary from a few days ago. Trump is not on solid ground with all the Libs throwing boulders at him.

To your point, the FBI is not the entity to go to, to stifle prosecution. The DoJ is the entity that would draft the criminal charge, oif there was to be any. The DoJ would be entitty that would "go easy" or "go hard" or decline, based on prosecutorial discretion.
Assuming Flynn is under criminal investigation by the FBI (a proposition that has not been established), it either completes the investigation or not, and it appears that Comey was sitting on ivestigations in order to prolong the period of time he could float guilt by insinuation.
As witch hunts go, the ones currently pushed by Congress and the press are particularly lame. They depend on a gullible public to get anywhere at all.
Trump is exposing their globalist ties and Soros affiliated donations.
Trump has also pissed in their cork flakes... so to speak.
