You left out Baltimore, Chicago, Venezuela...
I live in Maryland and I know people who live in Baltimore city in nicer areas that don't have regular violent crime.
Other areas are run by the criminals and the police will be prosecuted if they try to interfere. I saw one mother of eight was gunned down at night because someone saw her talking to police.
Its like a tale of two cities.
