Could Illinois sell parts of its land to an adjacent state to be incorporated into that state? This would reduce the size of Illinois and adding to the size of that adjacent states?
I know of only one instance of counties splitting from a state and that was the formation of West Virginia during the civil war.
All my life I've been hearing people in this state suggest giving Chitcago to any state that wanted it--no takers.
