How on earth does a experienced Navy captain let his state of the arc ship collide with a big slow moving cargo ship?

Theses Aegis destroyers are not cheap, and are in short supply they are needed for the defense of Japan and the USA from Possible North Korean Missile attack.

First of all, container ships are big but are far from slow.

They are the 18-wheeler trucks of the high seas, heavy, high speed and not very maneuverable. They are hell in restricted waters with a strong beam wind.
