A “link with Russia” is not a crime, and a Special Counsel may not initiate an investigation into non-criminal matters in hopes of later coming across a crime to investigate.
This is an investigation of persons, not an investigation of crimes. Such use of legal power is deeply un-American and smacks of the old Soviet bloc.
