I should know better than to use any shorthand at all when presenting the elements of a criminal offense.
The action must "involve acts dangerous to human life that are a violation of the criminal laws of the United States or of any State"
Now the prosecutor must identify the danger to human life (a threat is not a danger to human life, under the law), and an external federal or state criminal statute. This law is aimed at stuff like arson, hijacking.
