I would assume that is because of the memories of the great London fire of a couple centuries ago and the lessons from the Blitz in WW2.

Yup, all of that. I never saw so many fire doors, extinguishers and sprinklers in buildings. Yet, they keep their buildings so hot in their mild winters you nearly choke.

I noted in the early pictures that only one whole side of the building was engaged in fire. Almost looked like a fire escape on fire from top to bottom all at once. I’m not saying, I’m just saying.
