I've read about this before.

The document is a certified copy (likely old style copy machine was used) and even that copy may have been of an older copy.

In any event it's obvious upon a close inspection that the document copy appears to be warped and ink smudged (from copy machine itself).

Lastly, must also take into account that Obama's foot may have just been heavily inked when footprint was taken.
