It seems to me in the case of public (state) institutions if the National
Guard was sent out to integrate them in the 60s then they’d be good enough to be sent out to Berkeley, Missouri et al

Places like Harvard seem to be able to privately do as they please to regulate speech

Not true. Just about every college and university in the country are subsidized with taxpayer funds. If a student takes out a student loan to go there then the college is subsidized with taxpayer funds and must adhere to the Bill of Rights. The one university I am aware of that doesn’t allow ANY federal or state funds at all, including student loans, is Liberty. Not sure if there are others.
