Oh, sure, and that explains why he would refuse a Breathalyzer which would have proved that he was NOT alcohol-intoxicated???

Refusing a breathalyzer is smart, particularly if you know you haven't been drinking. Make them draw blood and prove it.

Never mind. Apparently not in Florida where refusing a breathalyzer carries stiffer penalties than drunk driving.

Not necessarily. In at least one state (New Mexico), refusal to take a breathalyzer automatically raises the charges to aggravated DWI, a felony.
