Lord knows,but states force cities and town to do lots of things and I just don’t get it.
The 40B law here in MA,regarding affordable housing,has made many towns miserable. The state doesn’t give a damn.
The Alabama law, from what I have read about it, attempts to control property the is owned by a local government.
