Royal women such as Queens or Queen Consorts can wear white.

One small detail to correct: Catholic Queens or Catholic Queen Consorts are permitted to wear white.

Interesting! Apparently the English Queen can wear a tiara and sash, too, although she lightend up later on, and this past year went all lilac on His Holiness:

I read that the lilac thing was because she just "dropped by" and left off a basket of wines from her royal estates; it wasn't a formal audience.

When Pope Benedict (my fave) went to visit her, she wore powder blue in her own country:
