This could mean nothing. People move to different states, and register in their new state. Meanwhile, their old state doesn't know they've moved, and keep them on the books. So, you're comfortable with this degree of shoddy, reckless or easily manipulated bookkeeping, now that we have between 11 and 40 million illegals in the country? (No one really knows how many of them, either.) Yet if the IRS thinks you owe many more dollars than your trusted accountant said, you would just send them the money, no questions asked?

Well, I suppose we could implement some sort of system in which every time someone moves to a new city, county, state, or legislative district, their movements are monitored by government and their right to vote is cancelled until they refile in their new location. Is that what you have in mind?
