I don’t believe Senators were ever recallable, House members are not. Each chamber decides who will be allowed to sit. They can expel members though rarely have.

That is why I posted the remark to ping Jim Noble. Do I believe Rich was killed at the behest of the DNC but consider it unlikely that he did not die of his wounds. Sneaking up behind someone is one thing, killing someone with lots of witnesses appears unlikely.
