Because we all know the cloud doesn't use hardware... Certainly the cloud uses hardware, but it is the responsibility of the host to ensure redundancy and uptime commitments, that is normally transparent to the clients.

it uses hardware but has an endless supply of it. if one fails, there is auto fail over to an alternate. and you can have all you want or as little as you want on demand
so, yeah, hardware cases to be an issue.
