In other words, can be blocked by 46 Democrats, 2 independents, and McCain, Graham, Flake, Burr, Murkowski, Collins, and Flake.

There are FIFTY-FIVE anti-Trump Senators, occasionally joined by Little Marco and Alexander.

For matters like the "Russia Investigation™", Schumer has a functional majority, and he knows it.
