“I think the contractor needs to be investigated at the very least.”

The first thing that needs to be determined is is the contractor also Hispanic and is he himself a citizen?

Good question.

Just anecdotal evidence, I’ve had various people come and do work around my house. And the tendency is that the guy in charge is a white man, but the hired help tend to be members of minority groups. And many of the hired help tend to speak other languages than English.

I assume that the contractor I hired has verified the legal status of his workers, but, I never know for sure about that. ‘

It’s the same issue here. The contractor, rather than the military directly, is the one who employs the workers, and it’s up to him, to comply with the law regarding employment.
