That's because of his close reelection and the fact that his constituency is changing towards immigrants who vote dem.
Unfortunately, I live here and have been witnessing this change over the last 7 years. He's simply attempting to appeal to those who will most likely vote him out in 2 years.

I live here too. He used to be my Congressman.
In CA it’s a no win situation of you are a Republican. Even Orange County where I live, the so called last CA Coastal Conservative Bastion went for Hillary this time around.
