Is it true Hanford operated for years (forever?) without a containment building? And that it's the filthiest nuclear site in the country?

Hanford has four Nuc Plants in the picture below. All along the Columbia River. The plant in the far distance was the "breeder" reactor that made Plutonium used for the hydrogen bomb.
Standards in the 50s when this was started were poor compared to today. It is still one of the most dangerous sites in the US due that what was made there.
