Judges cannot create budget items out of thin air.

If they are going to do this, the legislatures need to require that all funding for these types of illegal rulings comes from the ruling judge’s salary, pension and court operating funds.

There is probably some law about prisons/DOC having to provide “reasonable” underwear, or something that can be interpreted in wild and crazy ways by liberal judges.

They can, because their “decisions” are never effectively questioned, and they do. They can require new taxes and they can raise taxes. There is nothing in the Constitution that any more limits what a judge can do. When a judge assumes a new power, the legislators and the population just accept that that is what the Constitution does say. On the 2nd Amendment they get some pushback but that will evaporate, too, if the Democrats get a majority on the USSC or if enough Constitutional Justices “grow in office” as they have been historically wont to do.
