Requiring inmates to purchase ANYTHING ever, effectively makes those items unavailable to those who cannot afford them.

You say that like it's a bad thing.

The state correctional systems should have a very limited list of only standardized items that are provided at no cost to inmates. Generally, these would be food, clothing, bed linens/blankets, hygiene items, and limited write-outs.

This would not include anything that is not generally needed by the vast majority of the inmate population.

Compression underwear would not make the list, IMHO.
