Read the constitution sometime, Letters of Marquis were for private war ships. The most powerful weapons we had at first. The reason we have to reauthorize the army every 2 years is because we were not supposed to have a regular standing army. It was supposed to be a call up of the militias with arms already present.

The militia system worked until half the country wanted to leave, and called up their militias to make it so. The federal government has basically worked to undermine states’ rights ever since.
There are folks here who ridicule the concept as outdated.
Truth be told, private actors taking out terrorist leaders is a great concept, and far more cost effective than a full military operation.
