You need to do some serious homework of your own on the facts surrounding how great projects are determined and built where there are already properties and structures positioned. Get some understanding of how things are built then you will know why things get done the way they do.
No kidding! What is this we’re hearing, from time to time, that some ranchers think this is a land grab? McCulvany talked today like they were working inside a right of way, but didn’t call it that.
I remember during the Obama summers that the border was unsafe for 40 miles inside some places in Texas, and in Arizona.

Watch the press OMB Mulvaney’s press briefing and you might catch a clue.
We’re surrounded by lazy morons who don’t listen to the White House press briefings. Mulvaney went over the issue of the wall for 20 minutes.

Well, I went to the primary source (my dictionary) and found:
1. any of various permanent upright constructions having a length much greater than the thickness and presenting a continuous surface except where pierced by doors, windows, etc.: used for shelter, protection, or privacy, or to subdivide interior space, to support floors, roofs, or the like, to retain earth, to fence in an area, etc.
2. Usually, walls. a rampart raised for defensive purposes.
The picture they were showing was a fence — upgraded, but still a fence. A solid wall has some benefits over a potential intruder can see through. For example, with a solid wall an intruder doesn’t know for sure what’s on the other side; with a fence shown, an intruder can simply look through the slats to know what’s on the other side.

Ah yes, the old repair existing fence stuff. There’s plenty of places where fencing existed in the 60s. Disappeared along the way, buried in sand or corroded or lost in some random rabbit stampede. ‘Bout time we replaced that existing disappeared fencing, don’tcha think? $300M for ‘repairs’ in less than 6 months? Sometimes one has to tap into the inner government lacky mindset to understand how to do some things. And set aside that logical, smart, by the numbers intelligent person for a moment. It can be difficult, and don’t get lost, but thinking abstractly like a Dem can be a lot of fun - especially when it’s used against Dems right in front of their turned-up noses.

That would be ideal. At least we don’t want a simple fence made of metal slats -— slats which could be quickly cut through with portable, battery powered construction saws.
