Slavery was still legal in 4 states of the Union. The Fugitive Slave Act had not been repealed. Therefore, Federal officials were acting in accordance with the law. There was a Supreme Court Decision that specifically stated the United States Government could not interfere with slavery in any state that legally recognized the practice.
Lincoln was obeying the law.
