That might be a legitimate definition in the real world (private sector)...

Words mean things. That definition comes directly from OPM.

Not based on his initial ranting comment.

In the District of Corruption, during a “shutdown” they call it a furlough, they don’t go to “work” and then they get paid.

So, you are saying that shutdown = furlough?

If so, look at sagar's rant: "Shut it down. ANd make sure there is no furlough"

So...

No, THEY are saying it. They said it before, when Clinton shut down the government. (which he did) In fact he told the union-thug bureaucRATs not to worry, they would get their back pay for the time missed.
