I'm not sure this was a meeting for Tillerson ... since it was a panel of all women on women. But, Ivanka is not a good representative for Trump on "women's issues" ... whatever this means these days.
Ivanka doesn't represent someone Trump lifted from poverty or hard times. She's his daughter ... and he used his influence to help her. This may speak well of Dad's devotion to his daughter .. but does not speak at all to Trump's commitment to helping women
And Ivanka not being able to define her role is right out of the "Not Ready for Prime Time" playbook. Saying she's "learning and listening" diminishes her credibility and reinforces the "princess" meme.
