Well, hundreds of trips are made per day in that non-navigable tunnel.
There are tunnels between the Capitol and the House/Senate Office Buildings that are used on a daily basis. There is even a tunnel between the Capitol and the Library of Congress. I’ve been in them. There is no navigable tunnel tunnel between the Capitol and the White House.
