Quite simple. Using basic mathematics, Gov. Cuomo was paid a royalty of approximately $244.69 for each book sold!
I can't imagine what the book's retail price must have been for the Governor to make such a commission on each copy, but it couldn't have left much of a profit margin for the publisher...

The usual royalty paid to an author is around 10% of the retail price. So for Cuomo’s commission to make sense, each of those 3200 books must have sold for $2,446.90.
