I beg to disagree, While true that rioting is certainly illegal, there are so-called KKK-laws in a number of places that prohibit the masking of the face, with the intention to conceal identity, in large group public gatherings.
Think of it as laws to discourage mob behavior.
Guess again California has a law against wearing masks & hoods to hide your identity at protests . It was originally for use against the KKK .
