The slightest impatient shrug or jerk of the body is immediately perceived by the other person. I go in and out of the local coffee shop through the push doors every day. People simply know if you are pushy and impatient.
What I am trying to say is that it is likely the attendant was very disturbed inwardly. He was fuming at yet another apparent breach of rules. He took out his frustration on the stroller. This nearly cause a nasty accident. One thinks of the old adage. "Don't slam the door on your way out."
