“comprehensive” is an indicator that they’re not serious. Exactly. Whenever you see the word "comprehensive" you know they're jerking the voters around:
- Comprehensive tax reform
- Comprehensive health care reform
- Comprehensive immigration reform
- Comprehensive [fill in the blank]
It's all Inside-the-Beltway argle-bargle.
