No new amendment is needed. All that is needed is a compliant Congress to pass this bill. Trump will never sign it, though, then it goes to a veto override if our Republican Congress really wants it - or a possible Democrat Congress in 2019.

I read it as saying the VP AND the majority of either the executive branch principals or the congressionally created group must sign.I don’t think Pence would sign.
