MS-13 has a habit of inviting people to parties and killing them. Sometimes they are just fodder for the initiation of members. Other times they are perceived as traitors, or threats to the gang. Regardless, the methods are brutal and meant to cause fear of the gang.
The police in that area need to clean house, use ICE to deport, spread rumors that specific gang members are informants, sow the seeds of mistrust.
