The US is a signatory to some UN treaty on stateless persons. Our biggest problem in deporting anyone as I understand it is that often the other country refuses delivery. Then our only option is to hold them in jail.
If any home country refuses to take people like this back, just get some duct tape and return them via the MOAB express.
