That "tax" is important.

IIRC, the ACA that became law originated in the Senate.

That silly old dusty Constitution thingy is pretty clear that taxes and other revenue bill must start in the HR.

It’s not explainable. The whole mess is entirely irrational and unsupportable.

Interesting to note that our Founding Fathers planned on the Judicial to be the *weakest* of the three branches rather than co equal.
